I was wondering if there is any way to add descriptions (like the kinds you can add for normal items) to tools and gun-type weapons. Also, is there a way to add different colors and effects to item names and descriptions, like with the text codes in normal Minecraft (i.e. &b = aqua, &l = bold)?

You can use color codes to colorize texts. There are forum topics here explaining this already.
@thepixelunknown I suggest you use the new MC color codes generator on this page https://www.clickspeedtester.com/minecraft-color-codes/ You can not only change the colors of the text, it also generates format codes to make your text bold, italic, underline etc. Hope this helps. Enjoy!
Instead of &b and &l, use §b and §l, that will work.
Use §b and §l and choose different colors in minecraft, you can visit Minecraft color codes website to choose your favourite color and you can customize font of text in different style. You enjoy the things( other stuffs ) also on that website.
