Procedure Creation Impossible?

I am trying to create a procedure but it does not work. When I open up the procedure menu all the code blocks have all text missing and the programs lags a lot. Is there anything that might be causing this that could be fixed? (My computer is somewhat old so that could have something to do with it) And, if it can't be fixed, is there any way I could go about making procedures in another program? How would I go about that? (I do see a button to import a procedure)
