It means that not all features from Java mods are in Bedrock addons right now. Both on Pylo’s side, and on Mojang’s side.
They will be added in the future, if it is possible.
I often develop add-ons with straight up code, and it is not possible to set a custom tool or block type. But it is possible to make it act similar to a block type.
I am glad to announce MCreator 2026.1, which we just released and adds many new Bedrock Features, including custom models, structures, block rotations, and most importantly, a scripting editor, which is like a Scratch-like editor or like procedures in Java Edition mod editor, but for Bedrock. The bedrock add on feature is experimental in both Minecraft and MCreator atm ;)

Also you used to be able to set block models, but you can't anymore as of an unknown update.
