If I understand your question(?) correctly, you are asking about importing structure-block-structures. This is already a feature. (Load up test environment, make structure, save structure)
Now for your second "point", 1.13 and 1.14 *might* be on MCreator's roadmap for support in the future, but both of those versions made drastic changes to the core code of the game. Support for versions later than 1.12 could take a VERY long time to come to fruition.
