Missing dependencies for update tick

So I've made a Capped Vase block that you can put berries and an empty vase in.
I wanted to make it so on update tick it will replace the vase with a wine vase and remove 30 berries.
For some reason, it doesn't allow me to use this update tick procedure, when I go to select it, it says "missing dependencies"
