So I basically made a block like a pile of rock block and I made a structure for it so it would spawn on top of a block instead of replacing it but everytime I load a world it dosent spawn I tried to put it to 1 mil per chuckns but it still dosent spawn. Can someone tell me whats the problem?
perhaps you accidentally disabled spawning or restricted the block to something.
I actually found out that it actually spawns but per chunks its like 2 to 3 and the worst part is instead of spawning on top of the block I restricted it replaces the block that I restricted

Okay, if you couldn't find my answer to "1x1x1 Structure Spawning but Not quite right(HELP)", I'll copy paste it here.
To make it spawn on top of a block, change spawn y offset to 1. That worked for me. 1 million per chunks means that there are 1 000 000 of your structures by 1 000 000 chunks, so they're almost on every chunk. Set it to 1 if you want it to spawn just one structure in 1 000 000 chunks.
