In the mod I'm making, I made a magical item that is supposed to fix the durability of tools, but not up to 100%, I have tried many things, and nothing have worked, and I'm running out of ideas, if you have any ideas, please comment them, thank you
This would have to be custom code to mess with vanilla tools afaik
