In MCreator, go to the " Resources" tab on the left, make sure you're on the "Texture files" tab near the top, click "Import Textures" (also near the top), select "Import armor texture...", find your image for layer 1 and layer 2, and you're done.
no i mean like import a texture into a texture
Can you be a little more clear? Do you mean like making a block texture into an item texture or what?
If you are trying to say, how to make this image/texture or some part of that image/texture be merged into another one ... You need to use a image/photo editor. In your computer you have Paint, or you could download Paint.net or Gimp (both are free), or get Photoshop,etc. (which are paid). Once you have the software, you will need to learn how to edit images/photos. For that search it on Youtube. You can create and/or edit images with MCreator, but not at that level. Be advised, the higher the image resolution ... the more the game will lag.
If you want to turn the same texture into another texture type, (example: block texture to item) duplicate it, and choose the new name and texture type.
