How do I make a potion effect procedures that deal damage faster/slower

So I have a soulburn potion effect and I want it to deal damage super fast, but I can't figure out how to increase the speed of it dealing damage. Any help?

i think the fastest you can deal damage is 200ms(0.2 seconds or 4 game ticks/frames)
