Can I post a mod with no files and then later add them?

Can I post a mod with no files and then later add them?

For some context.

I‘m currently developing a mod and wanted to create a mod page on MCreator for it, however I am currently unable to use my PC due to some technical issues.

My question here is: 

Can I „upload a mod“ when there are no files attached to it, other than who works on it?
And
Can I add pictures and files later on when I get the chance to use my pc again?

I am not a moderator, but that is for sure not recommended. Better make a new forum topic that explains what you are planning for your mod, add screenshots, etc, Then, when your mod is ready or has at least a few good (completed/functional) features ... Publish it as a mod. If not, a mod without a file will most likely be deletes by the moderators. Remember to read the rules before publishing your mod.
