I've been having an issue with one of my rare mobs where it spawns in excess in the nether. I don't want to have to manually specify every single non-nether biome in the game for it to spawn, so it would be great if we could specify what biomes mobs CAN'T spawn in.
Try Returned Condition Procedures on Entity Spawning. Depending on the procedures, it should override: Spawn Rates, Block Conditions, Locations (Biome or Dimension), etc....
