Smithing Table Recipe issues (1.20.1, 2023.3)

Hello, so I made a recipe for the Smithing Table in my mod that I'm working one for 1.20, and I noticed in game that the recipe does not work, like- at all.. It won't let me upgrade the item like its supposed to, what can I do to fix this if its even possible at this time? if someone has even just the code I'd have to manually write out it'd help alot!
