help with random chance thing

so basically i'm trying to make it so whenever you touch a mob it'll pick a random number between 1 and 3 and then give you a certain effect depending on what number it picked but no matter what i do this fails i don't know why and i am losing my mind at this point please for the love of god someone help me before i truly go insane
