it might be possible using whatever code Minecraft does on mobile, prob C++ though. Could work, maybe not, BUT you could use PE as a testing environment.
You could use the pojav launcher as a testing environment for Java since it is legal and Microsoft doesn't care about it and because bedrock can be used on mobile already so there is the testing part. For the UI you could add controller and more touchscreen controls because you could already use it using mostly touchscreen. Then you could add a new element called touchscreen button and you could add a different type of button to use for key binds. So with some work it is definitely possible.
But smartphones can't use Java, so we will have to develop two different versions of MCreator.
You could just buy a windows tablet..
