how to make a loop of a procedure?

so i made a potion that should give random effect every 5 seconds 
it works but only one time 
how i can make a loop that will work?
i already tried some loops but they arent working
one did nothing
the second just got all in one tick and not every 5 seconds
so basicly i dont know what to do
