How would I make that when Minecraft loads a world it replaces all of one block in the world with a different block?

So, say you wan to replace dirt with your new block, bob. In the bob generation, set ores per chunk to 32, and set ores per group to 32. If that doesn’t work, try use ping procedures.
And how would I do it wither water?
And, preferrably, replace it with a vanilla block.
And I know I am asking a lot but also how would I make it so that only naturally generating water is replaced, not placed water (if you can buy it from villagers or something.)
As world is generated chunk by chunk, you can't really replace all of them at once
Even if you were to replace all of generated blocks, that would take a lot of time and resources of the device to execute such process
Ah. Ok.
