A way to prevent low effort mcreator mods

This idea is mainly a suggestion for the website rather than MCreator itself. 

Whenever a new user tries to submit a mod, show a pop up that would redirect users to the mod submission guidelines page. The user must click on a checkbox that will confirm user has read the guidelines to continue. 

Also make this show up for users who have not yet clicked that checkbox before. 

I think this would reduce the amount of low effort mods being submitted, but of course not completely eliminate it. People who are genuinely trying to make a mod but have low standards, would probably adjust to fit the guidelines.
