It does not seem possible to add custom loot tables to a custom fishing rod item without having to alter the vanilla loot table meaning that custom fishing rod items aren't actually very customisable (without sending the items directly to a players inventory, rather than seeing them fished out of the water).
I am also looking for an answer to this. I know there's a way to change the loot table depending on the biome, so maybe it can be changed with other factors too?
