Well if you want to make a mod you need a idea first, you can't start with the mod you start with the idea, maybe make some foods you like in the game and maybe some armor, this will get you used to textures and the UI and lets you get used to any bugs and you need to work around like on in the armor window says helmet, body legs boots but its the other way around.

So I don't know make your fav food in it frist and some armor first used there simple armor maker but then make your own via the lay optins

​About ideas, do what rexzooly said, he's right. Also you can try to, make like a dimension that you had a dream about, if you can't think of anything else, or to add some random blocks that do random stuff idk

My strategy for you, if you

My strategy for you, if you want to create a mod with a specific theme:

Section A: With A Pen And Paper

1. Think of an element or some other theme. ("Some Other Theme" example: ghosts)

2. Create an idea for a gem or something fitting this theme. (Probably think of just 1 or 2.)

3. Once you have some ideas, start thinking of an idea to put it into a dimension. This includes if it is based on the overworld with grass and dirt and stuff or the Nether or even the End if you are working on 1.6.8+ (Whichever one was the 1.9 update.)

Section B: Computer Programs (And Your Paper Ideas)

4. Create your textures. Especially take into consideration your thoughts from step 3.

5. Add your blocks using the textures from step 4.

6. Create some entities that make sense for your dimension's theme.

7. Create your dimension with all of your things from steps 5 and 6. (This means you must create another block before this for the portal itself, a new portal texture, and a method of getting into the dimension once you've bult the portal structure.)

Section C: Mod Management

8. Fix any bugs you find.

9. Refine your mod if you think it is either too small or too large or any other complaint you have with your work.

10. Repeat step 8 for step 9. Repeat those steps as needed.

11. Create your mod's showcase and screenshot it and put it here.

 

This has been 11 steps to creating a mod. I'm no expert, but at least this is a start. Just try not to add Herobrine, there's probably hundreds of Herobrine mods.
