Help with texturing

When I create textures, is it possible to resize layers, and if so how do I do that?

If you want to change the size it will have to be certain square sizes. 16x16, 32x32, 64x64, 128,128, 256,256 just double it every time.

Though it is definitely best to use powers of two for the texture size, technically you can use any texture that's sides are 1:1, so for example 111x111.
