How to make mod to change the Minecraft armor system

Hello! I dislike the Minecraft armor system. In that armor system, each half armor bar reduces damage taken by 4%. I prefer the damage reduction to be an absolute value. I want each half armor bar reduce damage taken by half a heart per hit. Is there any way I can do this? Thanks :)
