New block won't generate in the Nether

I created a new mineable resource block for the nether, but when I create a new world the block won't generate in the Nether.

For troubleshooting purposes I changed it to be able to spawn in the overworld and it works just fine there.

Any ideas what might make a block type not spawn in the Nether?
