all my structures keep generating 2 blocks below the ground level on superflat and regular generation am I dong something wrong?

The best fix would be to capture two layers of air below the structure and this will fix this issue.
I tried two layers of air under a few structures I had. It still didn't work? one attempt allowed me to have the structure on the same level as grass but below each one there was a hole where the air holes were. I don't understand.
