How I can change the player's size with a command or item?

¿Can you help me with this? I don't know how to make my character smaller with an item and I don't know how to make a command to do that. ¿Is that possible with the 1.7.6 version? ¿Or I need the 1.8.2 version?

This is not possible in any version. Such feature would require a lot of custom code.
