When I'm editing an item/block, it won't let me change the number for some of them

 When editing or creating an item, when I try to change the number for these -Harvest Level

                                                                                                                           -Efficiency

                                                                                                                           -Echantability

                                                                                                                           -Damage vs mob/animal

it just wont let me change the number, or even click on the arrows.

Please help
