Item in hand potion effect doesn't work!!

So i'm creating a weapon that when you have in hand, it should give you a speed effect, i tried doing this with the tool in hand trigger and some tutorials in the forum, but it didn't work in creative nor survival, maybe im just dumb but it seems strange to me, i tried with many variations of procedures that should work but nothing.
