tick speed changer for everyone but living entities

im trying to make it so that when you right click, it changes (and or) freezes the tick rate, like in the newest version of minecraft. For example, if i need to speed up the tick speed so that days and night become shorter, how would i do that (im trying to recreate Pucci's stand Made in Heaven that speeds up everything excpt for living creatures,) and if i also needed to freeze every tick excpet the one the player does (like in the new minecraft version, similario to Dio's stand The World) how would i do that? i've tried different things but none worked and im realy stuck. Can anybody please help?
