Settings do not open

Hello. The other day I encountered a problem, more specifically, the settings simply do not open. When I want to open them, I press the key, everything hangs for 1 second and nothing happens. I do not use plugins. All I did was change the theme in the settings as recently as Sunday. Please help someone.
