Help making a desert

I've been working on making a mod, and it has a separate dimension with mostly custom biomes, in that however is a custom desert. I have sand selected as the top block, but whenever i go to test it, it always shows as Grass blocks. Is there a way to change this so i can have sand as the top layer?
