Not enough islands in dimension

So I'm trying to make a sky dimension but there's a problem. When I go through the portal, there are often no islands in sight. I assume this is the result of island generation but if you're going to the dimension without an elytra it would be impossible to navigate due to the negative space between islands. Is there any way that I could boost the generation of islands or at least make a central island where you spawn every time like the end?
