Items with a custom enchantment can be repeatedly combined with a corresponding enchanted book in an anvil, even if it only has 1 level. In creative mode, you can put any custom enchantment on any tool, regardless of restrictions. Is there a fix for this/will this be addressed in a later update?
You can define compatible items for enchantment
You mean instead of using tags? Even if that somehow fixes both of these issues the enchantments won't be compatible with tools from other mods
Every tool in the game needs to be under certain tags, and use those tags to mark these tools.
It is universal system in the game.
e.g. all pickaxes are under minecraft:pickaxe tag, vanilla or modded.
If some other mod does not tag their tool, this is problem of that mod as it is not following standards
Yes. That's what I did. I tagged an enchantment with the enchantable/mining tag and it can be applied to any tool (even armor) via anvil in creative mode. Not only that, but it can be applied multiple times on the same item even if the enchantment only has 1 level (even in survival)

Aha, 1.21.1 greatly improves how enchantment types are generated and 1.20.1 may not see future bug fixes
That's a shame, 1.20.1 is the most popular recent version by far
