Can't set Harvest Level to Break

I cant use the harvest level to break. I set both numbers to 2 but i can still break it with a wooden pickaxe and it still drops the items it just take longer! Help Please!

Can anyone help? I want it to be like if you break it with a wooden pick you don't get the items but if you break it with a iron pick you do.

I can't remember the exact numbers, but I believe 0 means wood tools and above can break the block, 1 means stone, 2 means iron, and 3 means diamond. I'm not sure what 4 does,  it could (don't quote me on this) mean that anything can destroy it. If this helped you, your welcome :)

4 is not a vanilla harvestability. The vanilla levels are only 0,1,2,3. 4 is your custom level that you can use for stronger ores :D
