Have you tried an end-like dimension but all blocks are just water? It's the closest you can get without modifying the code I believe.

Without codeing you could make a biome that has ground and underground as water blocks. Set the height difference to zero, then create a new dimension useing that biome.

MCreator 1.8.6 hasn't been released yet. 1.8.3 is coming next, but not for a while, as they just released 1.8.2.
