How to send messages to the Internet or to a local web server?

For example, I need to send biome data to a local server where Arduino can take it.
P.s. I think it is available in the Minecraft Link section.

You don't need any local servers for this. Just use Minecraft Link for this. Minecraft Link will do all the communication with Arduino for you. Check these pages for more info and examples:
