Mob Giving Potion Effect While Attacking Player

I need a procedure that can effect the entity the mob attacks instead of itself, any help would be appreciated!

instead of having a procedure react when the entity is hit, having a procedure that affects the entity ATTACKED by the entity this procedure affects.
