Improved Check For Block in Radius

First off this isn't perfect as in it can't do odd or decibel numbers but it can do fives just not ones that require decibels but other than that it works well just a quick note that for dev testing I left in progress of the current scan to display in chat

All you need to do to make it function is make a block with tile entity and inventory and assign the procedure to update tick and you are good to go

And Admins go wild with this you can even put it in the official program if you want

This check is slower that our current one, which might not be a bad thing as the game is not that loaded by the scan. This is indeed a nice alternative :)
