Why does items have a "When item is crafted/smelted" trigger but blocks doesn't have a "When block is crafted/smelted" trigger. It is kinda possible with procedures, but I couldn't understand why?

I think this is technically possible. I suggest you open a issue tracker ticket for this.
Yeah it is technically possible but, it is just weird that items have that trigger but blocks doesn't. I'll open a ticket as you suggested.
