Try animating it with the addon for blockbench geckolib. create your dragon on blockbench, covert it to java with the addon and animate. finally export it and select it with procedures thats it. try searching for geckolib tutuorials for more info.
There is also an easier (banal) way. You have to divide the wing into 2 groups (cut in half) and have a Pivot Point in the blockbech. Then, when adding a model, select right leg swing with or in the case of left leg swing with for two groups.
