How do i install the fabric plugin?

i have added other plugins sucesfully such as the cloth commons one but whenever i try to add the .zip file from the fabric plugin it wont appear inside of the current plugins thing inside of the settings/options. please advise on how to make this work because i'm trying to make a mod that adds aquatic things for a server and i need fabric for it
