How can I give an effect to an entity?

Hi, I'm making a mod of mine and I would like to know how to give 
an effect to a mob other than throwing a potion at it

I want to apply the flying effect (for 1 second as if the entity were jumping) and have it activated only if I click on the target using a key, in this case space
