Need help making bending types for my avatar mod

I'm making an avatar mod and want to make it so when you first join, you choose a bending type, and that will be your type forever (but I want to make it so it is still changeable through commands). I also want it to be possible to be the avatar and have all 4 elements but not when you first join. so uh how do I do this?
