So using mcreator 1.18.2 it was confusing a d works weirdly. Tried to use dictionary and biome category together but it didn't work.
Goal.
Mountains surrounded by middle of frozen ocean with biomes custom blocks.
If you are in 17.1 or lower, you have to set the base height to a negative number, and height variation to 1 or higher, and so you will have various islands, if you just want it to be one it has to be a structure.
Also biome parent, dictionary and type to ocean.
