Who or what did benefit from removing the ability to spawn particles directly from the block element

Please... give me some reasons that by removing the ability to spawn particles directly from the block element was a good thing...
Will the devs have slightly less job? By removing an already existing feature??? 
To encouragepeople to use procedures? 

Am I missing out on something?
Please explain....
