"Redstone On" procedure trigger also triggers when redstone is turned off

For whatever reason, the "Redstone On" procedure trigger is trigger twice - once when redstone power is on, as intended, and once when it's turned off, which is not intended. Is there a reason this happens? Setting a procedure under the "Redstone Off" trigger did not fix the issue.
