Plugins/commands wouldnt work

I am currently making a spigot plugin, and i faced a problem, my problem is that it keeps saying you need to regenerate your code. I have tried to force it to compile, it worked, but any elements did not work, this problem ONLY happens if i insert a procedure, or elements.

If i create Commands it does not show me an error, only if i insert a Procedure or Elements, THIS IS A SPIGOT PLUGIN, NOT A FORGE/FABRIC/DATAPACKS!!

It would really help if you can solve this problem!
