How can I make Kelp like Plants generate in Water?

I've been making a mod that adds new biomes. One of the biomes its a Ocean biome that has a unique flora.

I've made blocks for the top part, a middle part, and a middle part with fruits, but I don't know how to make them generate like kelp does in minecraft, is it possible to do it?
