Is it possible for the unit to interact with pipes\cables transmitting RF if the unit has energy storage = 0?

I understand that pipes transmit energy only if the consumer has free space in the energy storage, but is there a way to get around this or is it possible to stop receiving energy in the energy storage under certain conditions
