Simulate Input Delay?

I want to make a status effect for my mod that creates slight input delay, like pressing W and moving a second later. Ideally the amount of delay would be randomized, so sometimes it's only a few ticks off and sometimes it's a full second. It would be okay to just use a set amount tho. Does anyone know how to do this?
