Need help with using repeating commands

Basically im trying to make a addon type deal for when I right click my sword it summons an enderdragon and that enderdragon is tping to me constantly but the tping part isnt working, I tried using the ride thing but it wasnt working for me either.

if anyone could give me code on how to fix this or anything would be heavly appreciated. thanks
