How to Make a Transparent Colored Block

I have a partially transparent white stained glass texture and I'm trying to make transparent stairs out of it. However, when I set transparency to Cutout(that was what worked for the other glass special blocks) it is just white where it should be transparent. I can't figure out what I'm doing wrong, any help would be appreciated.
